They still exist, Look out Portsmouth FC in England or the torcida organizada in Brazil. It still exists, but not as bad as I recall.

I learned recently you can’t drink alcohol in your seat or in view of the field (pitch) at most UK soccer games, at least premier league. Must drink it in the concourse, a restaurant/bar, concessions or hospitality suite. That might have an effect on fan behavior. The rule or law was put into effect in 1985 to try to avoid the exact hooliganism described in the OP. No such rules that I know of at US stadiums.

True.

I attended a game at Millwall last year that was pretty notorious for this in the day. It wasn't anything crazy when I went, but this old UK Documentary on YouTube about it was a good watch.

Trust me, they pre-game to a pretty damned good extent in pubs outside the grounds.

Most of the hooliganism happens before or after the match anyway, not during.
