Well it wasn't until one month before the shooting that Oswald started to work at the book depository. He came home to America from Mexico in early October and was able to secure a job at the Book Depository a mere five weeks before the shooting. Largely thanks to the efforts of Ruth Payne.
If the government was setting Oswald up to be the fall guy, Ruth Payne would have had to have been involved because she's the one who told him about the job vacancy.
