I mean, it kind've does. Businesses pay fines as a "cost of doing business" all the time, because they know they'll make enough money to ignore the penalty.

I'd also ask why every shred of logic has to apply to every single thing rather than being specific to vehicular crimes. IANAL so probably some good reasons that I'm just not familiar with.

Imo it's just a nuanced issue with a fine line to walk. Make the ticket a flat rate & rich people won't care. Make the ticket a percentage & it incentivizes rich people paying poor people to commit crimes for them. Neither really work on their own.

It's why I think the points system is effective, there's the flat fines plus the points that penalize everyone equally.

The people who do it the most and are the least likely to pay the fine or appear or care that they get a bench warrant need lower fines for equity!
