Do I have to collect sales tax on charges for labor?
Under certain circumstances, labor charges are taxable. Labor to fabricate or repair movable property is taxable. Labor charges to construct or repair immovable, or real, property are not subject to sales tax

Do lawn care companies in Louisiana have yo charge tax?
I don't know.
But it shouldn't matter if the company charging tax is still the low quote. Why should you care if someone is charging $3 labor and $17 tax and the others are charging $21 flat cost? The final $20 cost of the first company is all that matters.
It's like pricing stuff online; It doesn't matter how high or low the shipping charge, if the total cost is still lower than the total cost of everyone else.

As a lawn service owner i can tell you that No sales tax should be charged just a set amount for cut, edge, trim, and blow. Now when we do bed work i charge what ever amount is of supplies tax included but nothing more.
