They should clear everyone from that area. That crane on 9/11 during the Muslim pilgrimage fell killing scores of people, albeit in worse weather conditions
With this hack job being done, no telling what 1 thing could go wrong causing either the statue to fall or the machinery to topple. The risk is not worth the reward IMO.

Don't forget about the dissimilar metals involved. Brass statue and more than likely black iron bolts. I would laugh my arse off if they actually riveted it down... Was not uncommon to do so in the 50s
