Relief Windows Advertising Questions

I was listening to 104.5FM, and a commercial for Relief Windows was aired. Coincidently, I was slightly behind a car with a Relief Windows advertising decal on the driver's door. I noticed the car had a personalized Louisiana license plate BAMA 1. I have two questions.
1. Why didn't the car have a commercial license plate given the advertising on the vehicle?
2. Would knowledge of the BAMA 1 license plate influence your decision to do business with Relief Windows?
