Quick question about the OT and "anchored" threads

Pretty new here: Why do some threads get "anchored"?
This guy "DBAMA1" is asking for help in this thread . It doesn't show up in order of last post. Someone mention that it had been anchored. The algorithm knocks down posts based on what?

That's not what happens, anchoring just means that each new post will not bring it to the top of the page, so it naturally just sinks as time passes and other threads have more recent posts past the anchor time.

Doesn't allow people to "bump" random shite posts to the top of the board.
