Question on retention ponds

What are a developers responsibilities when building a new subdivision?
I know they have to account for storm water, but are they for example required to install a fountain or something to keep the water moving/aerated?
Or would installing something like a fountain/aerator device be the responsibility of the HOA after that fact? I know the HOA would be responsible for the maintenance of anything like that once established.

Likely not a responsibility of developer..

My guess is that it’s not a “responsibility” of the developer but if the retention ponds are in plain view of the potential homebuyers, the developer may be inclined to pay for one to class up the trailer park

Also, the parish would likely tell the developer what drainage stipulations needs to be done in order for the neighborhood to be built

SWQ devices are part of the design phase through the engineer that developed said property. If it wasn’t installed during development then it wasn’t needed to meet storm water quality needs.

The responsibility is to keep the runoff less than or equal to that of pre development.
Any fountain is just to keep the pond aerated.

depends on what state if you're in Texas it would be the municipal utility district or MUD which is a taxing entity
