here's whats happening. your fridge is probably set to 32 degrees, meaning it will heat up to 33ish and then start cooling again down to 31ish before stopping, so the frozen bottle may very slightly melt on the outside when the fridge gets to 33, but then refreezes at 31.

the liquid bottles are never able to maintain a 32 degree temp long enough to freeze.
