I promise you this means it was the hosts decision. Most restaurants may offer or even recommend set menus to alleviate pressure on the kitchen, but at the end of the day they'll do whatever the host, who is paying all the money, wants.

In my experience anyway.

Grow up. Although I realize for your generation, that is impossible.
