Cliff notes:
-Woman slips and falls while walking on sidewalk outside man’s business. Decided to sue the city and business owner.
- City backs out of lawsuit by citing that the sidewalk and other public parking actually belong to the business owner not the city.
- owner puts up a fence blocking the sidewalk and parking lot.
- city starts serving him notice to take down the fence with threat of fines.
