Option 1 - Stupidity

Option 2 - They are out of commission anyway and calling it "maintenance" sounds less malicious than admitting the shite broke, the city didn't fix them, and the city didn't say anything about this until after the last flood.

They said in the council meeting that the 14 broken pumps were actually broken. That number doesn't include the ones down for maintenance and the ones not turned on.
