I dont believe they are going after people downloading jerkoff material.
It's people downloading the films then uploading them to free and share sites such as porn hub, tube 8, etc...
Those sites are killing the porn industry.
At least that is what a guy that did a documentary said on a Joe Rogan podcast.

I put my browser on incognito to hide it from the wife. Search for video I want to watch. Stream video. Jerk off. Close video and go about my business. Why download?
