GOM, yes, the Feds have jurisdiction. I’ve seen no evidence of the administration holding up exploration and production in onshore Texas. There’s not huge swaths of Federal Lands like in NM, CO and WY.

In fact, that’s what NM’s Democrat Governor who endorsed Biden is now deathly afraid of. The Administration deciding to stop approving Federal permits would cause a huge chunk of Permian NM development to move back across the border to Permian TX

They need to drill them before they can turn the taps on.
