They know they can get out and claim a disability and receive thousands of dollars a month for the rest of their lives. VA spends $150B per year on “disability” benefits while these guys work another full time job, oftentimes in some sort of manual labor. I work with several of them that are in no way disabled at all but some doctor on the take signed off for it. Many of them go into law enforcement or first responder jobs. It’s one of the biggest benefits fraud scheme in our country but people get pissy when you point it out because they think you’re “attacking our troops” or some bullshite. It’s way too easy these days to get a free ride for life on VA disability. We went way too far the other way from having truly disabled Vietnam getting thrown back into society with no help at all.

For starters, it's the 4th, not the 1st amendment.

Do you not think people should know their Constitutional rights? Quite honestly, I believe Con Law, Crim Law/Policing Practices, and Property should be requirements for graduating high school. How can one be a citizen without knowing what their most basic rights are as an American, understand the justice system, and how to own property? You can't.

But to the point, most people (even cops), think that just because a cop asks you for ID you have to give it to them under any circumstance. You don't. If you get pulled over, they have a right to ask you because they have reasonable suspicion or probable cause to believe some violation has been committed. But if you're not in a vehicle, the cops can't just come up and ask you for ID because you "look suspicious" or even if someone calls the police on you. Cops take it as a tacit disrespect of their authority when people refuse, but whether it is or not its immaterial, because its an assertion of their rights. That tells me that many, if not most, police officers don't understand their limits under the Constitution.

Of course, people use this right improperly to get attention, but that doesn't negate the fact that they have a right to do it.

Because the standard for RS is a "totality of circumstances," the cops don't have to tell you right then and there what their reasoning is, the only way for an individual to know whether the cop has RS is to ask whether they're being detained. If an officer says yes when he does not, then that is an unreasonable seizure and violation of the 4th amendment.

Cops have had body cams for over 10 years, and if he primarily works in the jail, those have cameras all over them as well. If this were any kind of regular behavior, he wouldn't have lasted the 12 years or so that was mentioned in the video.
