There has been some good advice in this thread, but this isn't. IFR is the safest. You might mean "in IMC", which means basically in clouds.

Even that is not unsafe. Control is keeping you away from dangerous storms, and if they put you in intense turbulence it is your responsibility to lower your speed to reduce stress.

You don't have to drive Formula One to drive in bad weather, and you don't have to be a professional pilot to fly safely in IMC.
