I wish I could set up a camera that provides indisputable proof of others violating traffic laws and receive money for it.

Go on on Google Street View, you'll be able to see where the camera is.

The original ticket was to be paid to a Lafayette address. When it went past the due date, it was an Ohio collection agency.
Dispute the charge with the credit reporting agency and request them to validate the debt.
They can't and it will be dropped from your credit report.

Looked on Google street view at North Plank Road heading south into Baker, as well as both ends of Highway 19 (Scotland Avenue), and CLEARLY the speed limit drops to 55 mph before it goes to 45 mph.
You just aren't paying attention when you drive, so you're a menace to society.
Pull your head out of your arse before you run over someone.
