All depends on the rain. For a regular rain, absolutely. However, rule of thumb is when your wipers can't keep up with the rain when they are full speed hazards lights are recommended
When it's dark or low light the droplets on one's windshield captures and reflects the tail lights of the car ahead. Flashing them results in the entire windshield having a flashing effect. That's a problem for a driver's eyes behind the inconsiderate, ignorant a-hole driving with their hazards on.

Agree, there's been a ton of retarded takes on here, but only a few stated something like that. I'm just glad everyone now has a clear explanation of the law in Louisiana in that its not legal for indicating with hazards to others based on the sole purpose that it's raining; and that there's a lot of people coming upon actual hazards that coincidentally are only present when it's raining. I'm thankful this has only on very rare occasion, happened to me.

To be clear, the OP is incorrect. It isn't illegal to drive in the rain with your hazard lights on.
