That seems like one of those things that's never prosecuted in and of itself but rather thrown in with a slew of other charges.
One of my classes in law school was Corruption and Compliance. In the mock gov Suspension and Debarment Office/civilian board of contract appeals, I defended the contractor on defaulting and failure to maintain due to partial circumstances outside their control. I learned that even if the government fricks up, the contractor still holds liability. The risk is debarment and forfeiture of profits.

Someone got into a pissing match and decided to make this a public ordeal with congress. We've been providing these uniforms for almost a decade and now, all of a sudden, it's a massive ordeal?
This sounds like a Howard Hughes type witch hunt.

Nothing to do with that. The Marines are the smallest branch and has the smallest budget so nothing they could do better or worse would change. Even than they still are the best one by far.

Was in Afghanistan and the marine unit was leaving The marines were authorized to have super swamper tires on their humvees. The army was not authorized. When the marines left, they dug a huge hole in the sand and buried 100s of brand new super swamper tires
