This is all that has to be done, but it will NEVER happen.
I'm sure there are some legit charity cases out there, but it seems that there are far more scams than anything else.

give them free bus ticket to Houston
NYC got in some heat giving one way tickets to homeless out of their city. Most said they were from California and then California got pissed with all these buns showing up.
Also, a Nevada mental hospital dumped about 500 crazy people off in California.
European countries give free rail passes to bums. I had a few good conversations while riding night trains with some EuroTrash homeless.

South Park did it.

I hope it doesn't happens to me because I never have cardboard or a sharpie with me. And if I did, my penmanship sucks. Amazing their luck with that.

West End in LV
There's an AA gentleman in a wheelchair I see often with amputated legs. Lately have seen him by W. End and R. E. Lee. His sign says difficulties with diabetes and high med expenses. He's the only homeless/panhandler around the city that I feel something for. That's gotta be tough as hell.

I used to see the pregnant one around COSTCO; she looked 7 months pregnant for a long time.
I gave one money my first week out of college. Dude said all he needed was enough for a burger and bus fare home because he just got out of prison. A week later he told me the same story and I haven't given a bum a dime since.

Just had a pair at BR Target. They walk around the parking lot perfectly fine then when a car pulls up, the lady whips out a blind pole and starts slapping the ground. They approached a lady with a small baby. Made me furious so I started following them. Lady was so happy. I feel like a hero.

I run into the same ones at the Mid City Mart on Florida across from the Greyhound station a few times a week. Same damn story about needing to get back to New Orleans. They leave you alone if you exit your vehicle and immediately give them the mean mug.
