I wear a suit daily, and am at the US Capitol on a weekly basis. Loafers are a casual shoe as are oxfords with a crepe sole. An oxford shoe is a must with a suit, however there are different levels of formality here as well. A brown oxford that is brogue is about as formal as a brown shoe can get. Also the darker shade of brown the more formal.
A navy suit should only ever be coupled with brown accents in footwear and belts, gray suits can be coupled with both brown and black, and obviously a black suit (which is probably way too formal for whatever occasion this is) should be coupled with black accents.
The end.
(Oh and pocket square should always match the shirt, not the tie, on a suit. This rule changes with blazers however.)

Loafers with a suit are fine as long as there is no cuff. But generally, oxfords are better.

Negative. Brogue is inherently less dressy.

My most formal brown brogue oxfords.
They are a long wing tip Allen Edmond made with cordovan leather.
