Just gonna add an opinion. Back in the day we had to reach and maintain a certain grade point average to play sports. I say the same should be true when you graduate but if you don’t reach that grade point you automatically have to enlist in the military for four years. Maybe this might save some of the 18 year olds from prison.

Military shouldn’t be filled with failed teens. It’s more, as currently structured, pay/benefits than failed HS students deserve. Let em dig ditches, pick veggies, pave roads…whatever they can find. If they prove reliable, etc maybe then they get the privilege of joining the US military.
Back breaking labor is how you break the dumbass that infects so many young people. We are wasting hundreds of billions fighting against a river of idiots. Let them free, education is a waste of time for half of teens.
