For the same reason that it’s hotter at 4 pm while the sun is directly overhead at noon.

The earth continues to radiat heat even after ther solstice until the heat from the sun becomes greater than the heat lost through radiation - generally in February or March.

Same reason the summer solstice is in June and it’s hotter than hell in August.
