Isle du Bois unit of the state park on Ray Roberts fits this description. I’ll go fishing before sunrise to an empty beach but return to a crowded waterfront.

But it seems like these folks are there for family gatherings with grilling, informal church services, and swimming. There’s an entrance fee to enter the park and these folks seem to be families of men who work on the surrounding horse farms. The only sign of bad behavior I’ve seen there were signs in Spanish warning people to not use confetti eggs as part of your Easter celebration. I call it “Treinta A.”
