They are commensurate with the quality of what one can buy at any restaurant supply store for much less (I'm not advocating buying those either). It is not that the steel that they use is bad, it is just that there are far better choices for cutlery, in my opinion when it comes to creating and maintaining a nice usable edge.
In my opinion, the handles are dated in appearance, and some of the knives have the worst balance of any kitchen knives I've ever handled (the paring knife is particularly bad). The lifetime sharpening deal is a boondoggle if you ask me. It costs escalating postage depending on the number of knives and turnaround time is 1-2 weeks. Sharpening a good knife (and learning how to easily maintain an edge) is definitely not rocket science and is cheap and you can achieve exactly what you are looking for with a little practice.
That being said, they are American made, which is good, and the kitchen shears really are good, albeit priced in excess of $100. I have a few (9" slicer that I use as a bread knife, paring knife and shears) I've begrudgingly bought out of pity and have grown to hate being subjected to the Cutco sales pitch over the years and as a general rule, avoid it like the plague.

A guy I worked with at my last job used to trade me his dad’s Cutco knives for adderall. I now have a whole homemaker set with the block, Super shears, ice cream scoop, cheese knife, vegetable peeler, and a Kabar for what cost me $30 in Adderall. His dad worked high up in the company and had boxes of knives at his house. It was a great investment for me. The knives are awesome.
