The St. Tammany council was able to do this by creating "Economic Development Districts" that did not contain any voters. They were able to vote on it without much public input. Unanimous approval by all current council members.

Dont forget that they rezoned it because there was 3 or 4 homes in the area. Effectively, they just kicked them out so that it wouldn't have to be voted on.

When I was growing up in Watson there was a small grocery store across the street from the auto part store and the lady there would ring you up, pull a small metal string, and the same Coca-Cola was never the same price.

The "creative averaging" is that they include an enormous and unusable land mass in the calculation for homes per acre. They then overlay a PUD designation upon it so that they can squeeze in smaller lots by calculating the "total area", not the usable area.) Sharp Road folks are well aware of this interesting zoning maneuver.

Economic Development Districts

For my business in ATL I pay a state tax, county tax, city tax, and olde town restoration tax. Bc I'm located on the very edge of the olde town revival.

There are varying sales tax rates in St Tammany around Mandeville, Madisonville and Covington. I'm not sure what "business zone" or whatever "district" has been set-up, but tax is 10.5% (I think) in some areas and like 9.75% in others.

Some of the new shopping areas in St. Tammany have special tax rates.
