State trooper down my street is a SWAT team member. He rolled out the neighborhood lights and siren about 15 minutes ago. I bet this is why.

They should wall of North BR. 20 foot walls, one 2 foot opening opened once a year for maybe 10 min. Have food trucks from discarded fast food joints dump food outside wall so "concerned" citizens can toss them food. Maybe have a dead body pick up once a month.
