Not Paying COA Property Tax/Paying Under Protest

The Clark Amar thread reminded me of a tactic used to protest the CATS tax. IIRC, there was a "paying under protest" movement while the CATS tax was being litigated, that portion of property taxes were not forwarded to CATS and instead were held in escrow by the Sheriff.
Could citizens do the same thing when it comes to paying the 2017 COA portion of property taxes since there remains an investigation into whether any campaign laws were violated by the COA?
What would be the ramifications to the homeowner/tax payer if that portion of the property tax was not remitted timely?

The tax assessment is legal, you must pay it.
The assessments are not divisible as per your whim.

So you'd still pay but it would be withheld from COA?
Sounds like a win to me.
