Exactly. It's now obvious that he didn't have a gun. If he did, they would have said so with the quickness to avoid any criticism.

Probably getting out his car to show the cop his white privilege card. I guess it had expired.

It wasn't in the part of the article I cut and pasted, but the sheriff did say that Victor did not have a gun. What the two items were in his hand(s), we don't know. Could be a samurai sword and throwing stars. Could be a cell phone and his insurance card.
As far as the deputy arming himself with a rifle goes, I've got to assume that Victor didn't initially get out of the car or show his hands or whatever the cop told him to do. Maybe the car had tinted glass and he couldn't see Victor well. EMS had already said he was combative, so maybe he thought the guy was going to come out guns ablazing. Maybe he was keeping his distance until back up arrived. I don't know.
It sounds like this guy was either on drugs, had a medical emergency that disoriented him and caused the accident, or had a severe head injury in the accident that kept him from following orders. Or maybe the deputy overreacted to the whole situation.
It has to be tough on the family to not know what happened and get stonewalled by the sheriff.

Apparently so.
It'll be interesting to find out how long the deputy was trying to get Victor to exit his vehicle and when/why he switched from pistol to rifle.
