I think asked who the admministration consists of and she said "The executive branch of government lead by the Mayor."
Based on a google search here are the people responsible for the Exeuctive Branch to the Mayor:

Gregory St. Etienne, deputy mayor of operations; Cedric Grant, deputy mayor of facilities, infrastructure and community development;
Andy Kopplin, deputy mayor and chief administrative officer; and

Malachi Hull reports directly to Ava Rogers, Deputy CAO for Operations. Ava reports into Andy Koplin. Andy reports to Mayor Mitch and he is on the Executive Branch. If what LaToya said is true, then we need to focus our attention on Andy Koplin.
I don't know his direct office number but the CAO office number is (504) 658-8600

Again, I'm not sure why they only included two of the councilmembers in their email. The people you should be contacting are Jason Williams and Jared Brossett who authored the ordinances.

Like having a random dude who doesn't speak good English show up from a cab is any safer?
I speak as a female...I'd rather (and feel safer with) one of the Uber soccer moms or good looking men pick me up in a clean vehicle than the regular taxis.

Uhh, do you personally know the cab drivers that pick you up?
How about a transportation service that is actually held accountable for their service? That's what Uber is, and the reason taxi drivers are so opposed to it is they know they will run them out of the city.

I recently went to San Francisioc and had a blast moving around that city using FlyWheel for a week. Got back to NOLA and immediate was ripped off by a cabby (30 bucks from airport to Clerview) NOLA cab service they are by far the worst I ever seen.

If what I read was correct, the ordinance is proposing new minimum rates, better know as price fixing, for taxi rides and other transportation services. It seems that this is in response to the ultra successful and much loved company Uber that has been making waves around the country through their unique service, and who wants to begin operating in our city.
If what I read was indeed true, I can't express how disappointed and truly enraged this makes me, knowing that we have the opportunity to better our city through this innovative service, yet our politicians who are supposed to be looking out for the public's best interest, seem to be looking out for their own, and whoever is lining their pockets interests.
Anyone who has spent more than a week in this city knows very well that our cab service leaves much to be desired. I, along with many friends and family, do not even consider taxis as viable transportation due to their consistent unreliability. Not only will Uber improve our city's transportation through their service, they will force the taxi industry to up their game in response to the competition, improving public transportation for all. This is a win win, and it is truly disheartening to know that the people in charge of this great city are more worried about themselves than continuing to improve our city through every means necessary.
If there is anything you can do to amend this situation, I do hope that you will vote against this ordinance, and allow Uber to operate as is allowing the residents of New Orleans the joy of having reliable transportation.
