Yup. European countries also provide cultural credit incentives. So they can actually shoot the movie somewhere like England and get the production credits. Then they can move it back to Hollywood to get the cultural credits for anything created in the studio that depicts an english village, countryside etc.

Covid shutdowns also hit New Orleans film industry hard. Had friends getting regular work down there that had to find other things to do to support themselves.
