My wife went to Loyola Law School. She lived on St. Charles. A car wasn't really necessary everyday but she just parked at her appartment or on the street.

Transportation in and around Tulane is pretty accessible and for most students bars and places to eat are in walking distance. Streetcar passes in front of school and today you can get to most parts of the city with it.

At least in part the university wants to generally keep kids on campus or immediately adjacent
