Well, at least one of those "UFOs" seems to have been an amateur radio balloon that should have been known by the government. Didn't stop them spending a half mil or so shooting it down.

Not arguing one way the other on the infrastructure bill, but the government owns and maintains track on DOD installations. Commercial lines are heavily regulated by the FRA and are part of the Railroads for National Defense.
