This gives me an idea. Design and patent a compressed air "gun" that fires quick dry glue/cement-type pods with GPS trackable air tags. Mounted to the front grill of a cruiser and shoot during pursuit.
Splat.

I saw a product like that used on Live PD and seemed relatively effective. The problem they seemed to have is they had to get RIGHT on the bumper of the pursuit car and sometimes the tracking device wouldn't stick on the first shot. Definitely a product worth while if you could get it to stick more reliably.

Airports are good too because they have a restricted flight zone that prohibits helicopters from following you plus the added benefit of large crowds to blend into and plenty of other transportation to switch to.
But most of these people are total idiots and are running from a warrant that would get them a slap on the wrist. And they wind up totaling their car (likely their only financial asset) and getting some hard time in prison due to the chase.
