Yes. It does. Because the rules are what keep the game fair. Even if you own the whole board you still have to abide by the rules. If you own most of the properties on the monopoly board you don't get to then decide what order the turns go in, who gets to roll the dice, who can buy property, and who has to and doesn't have to pay rent. You still have to function according to the rules.
