Neighbor just got a new puppy, leaves it outside and it cries a lot. WWTOTD?

I say it's none of my business but my SO is very sympathetic. It's obvious my neighbor doesn't know how to care for a young pup (probably 2 months) as he was walking the puppy in the neighborhood already. Should I do anything about this?

Go punch your neighbor in the mouth. Don't buy a dog just to leave them chained up outside. If you don't want to own a dog, and you need to appease your girlfriend just get her a stuffed animal.

Just be a good neighbor and don't say anything, unless you and your neighbor are buddies, then you can work it into a conversation, like,
"Man, that dog is sure going to be a good watchdog for you. I can hear it inside my house when it's sitting outside barking and crying. I can only imagine how loud it'll be when it grows up."
He'll get the hint and you were nice about it.

Who said it was chained up?
I just wonder where dogs lived before someone made the rule that they can't ever stay outside.
