It was off the East Coast of Florida by Canaveral. That is a launch area for submarine based missiles. My ship used to launch tomahawks there all the time. Ballistic missile submarines will test launch their missiles there as well
Judging by the rocket exhaust, I would guess it was a foreign navy using our launch site. We typically have a lot of NATO allies launching from that area
