The FOX article proving your point says that about 20% of the people most likely to move to Colorado are from California. That about one in five people. California is about 12% of the whole U.S. population.
I’m in Colorado right now. I don’t know a single person aside from college students who are from California. Most people I know are from Texas, Florida and NJ.
