My turf in my front yard is completely screwed...

No pics, but it's to the point where I've given up. I tried 10 bags of top soil in the worst areas with some seed and regular (almost daily) watering but it's just horrible. My contention is the builder brought in crappy sod to begin with, but how much is the front yard of a small garden home on a 1/3rd of an acre lot gonna cost me from a time and money perspective-to fix?
I know it can't be this easy, but could I just spray hydro seed over the whole thing and start over or would the shite turf underneath screw me again?

Take soil sample and send to LSU and make adjustments, Round up the whole thing twice, re grade, , apply new grade A sod

Use 10-10-10 fertilizer and it will make it look awesome.
Use 13-13-13, BUT do not put too much or it will burn your grass and kill your new sprouts.
