It's possible for it to be managed completely (in some folks), solely with diet and exercise. That will do until a cure comes along.

Honesty and accountability are the first step. Try having her keep a food diary for a week, and be brutally honest - include EVERYTHING. Calculate her BMI and make an honest determination if she is obese or not.
Find a growth chart based on age, and plot her BMI. Obese is >95th percentile, overweight is 85th -95th. Be brutally honest. Don't lie to yourself or her, encourage her to be honest with herself. Take responsibility. The way to change this is to lose weight, and to do that calorie expenditure has to exceed intake, its not easy, but it is simple.
While working on getting energy balance in the negative, look at emphasizing lean protein, and vegetables and fruits instead of sweets. Anyone can do it, but the person has to be accountable, and has to be willing to make the right choices.

This is true for a lot of folks, but overestimates obesity in muscular folks or those with heavy, dense bones.

My 1 year old had a doctors appointment yesterday. He's one that will eat whatever you put in front of him (although he's not fat). He also started urinating a lot more at night to the point that his diapers started leaking. So I asked my wife to bring it up to make sure we are feeding the right amount and if the urinating is an issue. First thing the doctor did was request blood test for blood sugar info because he just saw the same symptoms in another girl. She called me right after I saw this thread and I kid of started to panic. I know diabetes is a controllable condition, but as a parent it is very scary. Luckily all tests came back fine and they think it's just a growth spurt, but for about 20 minutes I was not feeling so great while waiting for blood work results.
