I wouldn't go knock on their door, but if you see them checking the mail or getting the paper, then sure.
As a common courtesy, I would say not before 8 on a weekday and not before 9 on a weekend.
Depends on your neighborhood. If it's going to open you up to vandalism, I wouldn't.
Sure, if you like them.

Introduce yourself by pissing on their door and nailing the wife and any adult daughters.

Always cut the grass before 6am.

Hang your Trump flag on their house.

Invite them over to bring you drinks while you BBQ.
