The annuity option is ONLY for a jackpot win. She took home $1.4 million after fed and state taxes were withheld.

I may be wrong but with the powerball smaller prizes are all paid out as a lump sum. For example this trailer park rose matched 5 numbers but missed the powerball. That wins $1million plus the multiplayer (which was 2) so she won $2million cash. There's no annuity.
