Things like conduct, tardiness and absence should absolutely be factored into grades. Unless I misunderstood your post you do not agree.

If a kid doesn't behave, doesn't show up, and or is always late... they are not going to be academically successful.
And if a kid doesn't show up, is late, doesn't try, etc, and still gets A's and B's, then he is a damn genius and probably needs to be treated differently in education anyways.
I don't care about how my employees act or when they work... as long as they don't get my firm in trouble and as long as they do good, correct client work that keeps my clients happy.
You sound like a micro-manager.

If your star employee is toxic and prevents others form doing there job are you cool with that?
What if a student is so disruptive that the other kids can't learn. You don't think this conduct should be reflected?
