I thought it would have been higher actually

But yes. Much like the marketing campaign created by debeers "2 years salary" ("office"reference) ..I think CEOs created the the "agency" premise for compensating CEOs ( and this goes across all political lines)
Look at the CEO of Herman Miller and her fiasco. Stating that underlings need to suck it up and do their job regardless of any bonus. Whereas CEOs apparently need those stock bonuses so as they focus on growth of the company ( and thus their own good)
