I'm assuming it was a dust pan but is called a dust bin because brake tags and natural ground.

I drove up at 8:30pm and the Open sign was half lit. The top part (open) was off, but the bottom part (hours) was on. We walked in and the waitress says, there is at least a 30 min wait because we are backed up on deliveries. She continues to tell us the guy in the kitchen is freaking out and can't handle it when they are busy and that on Saturday he turned the phone off to avoid handling anymore business. If you are that busy, stop putting flyers on the doors in the neighborhood.
I would have at least taken care of the guests who drove to your restaurant and stopped taking to go orders for the night.
