Well, if the person/people carrying out those actions are doing so in service of a racist system, by extension racism(as defined as: prejudice, discrimination, or antagonism by an individual, community, or institution against a person or people on the basis of their membership in a particular racial or ethnic group) is part of the equation, even if the individual act is not carried out by racist individuals or people of different ethnicities/race.
Think about it, if a Jew pulls the switch in gas chambers at Auschwitz(which was a very real thing), or a Jew works in collaboration with the Nazi party to carry out Nazi policies(see: George Kareski or Vital Hasson), does that suddenly make the activities committed not anti-Semitic? Of course not.
Which for the slow and bad-faith crowd, is NOT me calling the Memphis police Nazis. Or even calling this one of those examples(I certainly don’t know enough about the Memphis police or this unit to level systemic accusations at). Simply put, it is merely pointing out that because state violence is carried out by people of the same ethnicity/race/religion, that doesn’t preclude the act from having racial/ethnic/religious roots or as part of its causal chain or equation

if this SCORPION unit was corrupt, I hope it comes out
a lot of these arguments may be unrelated to this particular case
the MPD Chief closed the unit down with the quickness
but it is possible that the Unit is corrupt but that information is suppressed because of the Loud voices around the Federal Police Reform Bill being resurrected in Congress

What makes the police pulling over someone driving recklessly a racist system? I would want them to pull over a person driving recklessly regardless of skin color. This makes no sense. Are you saying that police is a racist system because there are sporatic instances of behavior by a few police?
If one teacher uses the N word in the heat of a moment for whatever reason, is the entire teaching profession now a "racist system"?
If a black truck driver calls a white cop a cracker, are all truck drivers now part of a "racist system"?
