Order from SCHD got "leaked" saying they were going to lock everything down for 2 weeks. Public outcry basically forces them to change to "You know, y'all would be safer at home". Had there been no leak to cause hysteria, I have no doubt that we'd be locked down tight as a drum right now.
"Yeah, we know it's Christmas and New Years but y'all can't go out to eat. Or congregate. Or... well... have fun."
