This park is on the top of a mountain and you take a Gondola to get to it. So that means this dude either walked up the switchback or hiked up the mountain carrying all that gear. He was likely worn out by the time he reached the top.

Or, his fbi handlers dropped him off inside the gate with one of their black helicopters. This is the most likely scenario. I’m sure local cops are still scratching heads on how he killed the video surveillance while gaining entry to the park.
