Why don't they just put stickers on the cars/people that don't belong? I shouldn't have to wear a sticker if I live there. Can't I just show them my papers?

Do they intend to harass anyone without such a sticker who passes through the neighborhood? What if someone is merely visiting a resident? What if it's a businessman on a service call (e.g. refrigeration service)?
