You said the compressor is running, the drain line is clear and it has a fairly recent refrigerant charge.

If by recent refrigerant change you mean brand new full system, then yes 
Hot air when sitting. Might be a touch cooler when moving but not cool or cold.
When I check it is, if anything, VERY slightly overcharged. Filter is good and not clogged too.
